11.B.a <br /> RESOLUTION NO. 2019-1685 <br /> A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PRESCOTT, YAVAPAI <br /> COUNTY, ARIZONA, AUTHORIZING SUBMISSION OF THE ANNUAL ACTION PLAN FOR <br /> PROJECT YEAR 2019 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ("CDBG"), <br /> CERTIFYING THAT SAID PLAN MEETS THE COMMUNITY'S PREVIOUSLY IDENTIFIED <br /> FIVE YEAR CONSOLIDATED PLAN GOALS AND AUTHORIZING ALL ACTIONS o <br /> NECESSARY TO IMPLEMENT AND COMPLETE THE ACTIVITIES OUTLINED IN SAID <br /> PLAN. 4.1 <br /> ° <br /> 0 <br /> RECITIALS: ra <br /> WHEREAS, the City of Prescott "Prescott" is desirous of undertaking community <br /> development activities; and c.9 <br /> WHEREAS, Prescott is an Entitlement Community and is administering the CDBG <br /> Program; <br /> WHEREAS, the "Entitlement Community, CDBG Program" requires that CDBG funds 20. <br /> requested address one of the three Congressional mandated National Objectives; and <br /> WHEREAS, an Entitlement Community of CDBG funds is required to periodically adopt a, <br /> a five-year Consolidated Plan setting out the priorities for the expenditures of CDBG funds; and <br /> WHEREAS, the activities within the Project Year 2019 Annual Action Plan addresses the <br /> community's housing and community development needs as identified in the five-year <br /> Consolidated Plan, including the needs for low and moderate income people; and n. <br /> co <br /> WHEREAS, an Entitlement Community of CDBG funds is required to comply with the N <br /> program guidelines and Federal statutes and regulations. <br /> CO <br /> ENACTMENTS: r <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PRESCOTT AS <br /> FOLLOWS: 6 <br /> Section 1. THAT the City of Prescott hereby authorized submittal be made to the Department of <br /> Housing and Urban Development of the Program Year 2019 Annual Action Plan, and co <br /> authorizing the Mayor and staff to sign applications and contracts or grant documents for the <br /> re <br /> receipt and use of CDBG funds and further authorizing the Mayor and staff to take all action c <br /> necessary to implement and complete the activities submitted in said plan. <br /> Section 2. THAT the applications for CDBG funds must benefit low and moderate income <br /> people, aid in the prevention of elimination of slum and blight, or addresses an urgent need that <br /> poses a threat to health. <br /> Packet Pg. 137 I <br />
