Light as Applicant Agent on Behalf of the City of Prescott Cost Recovery <br /> Efforts Regarding Winter Storm of February 21-22, 2019. <br /> Approved By: Michael Lamar, City Manager <br /> Item Summary - <br /> The appointment of a single point of contact known as the Applicant Agent is necessary <br /> in order to formally pursue cost recovery efforts with the State of Arizona Department of <br /> Emergency Management under Public Assistance Request#73052. <br /> Background <br /> On February 21, 2019 a State of Emergency Declaration for the ensuing winter storm <br /> that occurred from February 21-22,. 2019 was signed. The declaration was authorized <br /> under Resolution Number 2716 empowering the Mayor and City of Prescott to declare a <br /> proclamation of an emergency or local emergency in accordance with A.R.S Section 26- <br /> 311. The signed declaration provided for the necessary emergency management <br /> measures to be taken to reduce the severity of the winter storm and to protect the <br /> health, safety, and welfare of people and property located within the City of Prescott. <br /> Pursuant to the City of Prescott State of Emergency Declaration a subsequent <br /> Declaration of Emergency for the 2019 February Winter Storms was made by Governor <br /> Ducey and signed on February. 28, 2019. The declaration provided needed support to <br /> the cities declaration as a result of the continuing, series of winter storms which <br /> produced unusually high amounts of heavy snow and rainfall throughout Arizona; and <br /> that the counties, municipalities, and tribal nations declared emergencies in preparation <br /> for, and response to, the storms: Apache, Coconino, Gila, Navajo, and Yavapai <br /> Counties, Cities of Flagstaff and Prescott, Towns of Payson and Williams, Hopi Tribe, <br /> Navajo Nation, and the White Mountain Apache Tribe. <br /> The action provides the Fire Chief, Dennis B. Light, the power and authority to act in the <br /> best interest of the City of Prescott while seeking cost recovery and/or cost off-sets of <br /> monies expended in responding to the needs of the Prescott Community. <br /> I Packet Pg.82 I <br />
