FS Agreement No 06-PA-1 103 0902-0 12 <br /> Cooperator Tax ID No. <br /> Cooperator DUNS No. <br /> Cooperator Agreement No. <br /> r <br /> 8/15/2006 <br /> PARTICIPATING AGREEMENT <br /> between <br /> USDA, FOREST SERVICE <br /> PRESCOTT NATIONAL FOREST <br /> and <br /> CITY OF PRESCOTT <br /> PRESCOTT FIRE DEPARTMENT <br /> This PARTICIPATING AGREEMENT is hereby entered into by and between the USDA <br /> Forest Service, Prescott National Forest, hereinafter referred to as the Forest Service and <br /> the City of Prescott, Prescott Fire Department,hereinafter referred to as the Department, <br /> under the authority of the Cooperative Funds and Deposits Act of December 12, 1975, <br /> Pub. L. 94-148, 16 U.S.C. 565a1 —a3. <br /> A. PURPOSE: <br /> The purpose of this agreement is to implement a fuels management program by: <br /> ■ Working cooperatively under the Joint Powers Agreement's Other Cooperative <br /> Activities section which states that"The cooperating agencies may jointly <br /> conduct other projects. These projects may be activities such as preparedness, <br /> post-fire rehabilitation or restoration fuels management,prescribed fire, <br /> wildland/urban interface fire coordination, smoke management and other <br /> beneficial efforts. Such projects will be conducted through other agreements <br /> and/or specific project plans which document the purpose of the project, <br /> objectives, agencies participating in the project, approved cost-share, and the role <br /> of each agency." <br /> • Constructing fuelbreak using hand tools and chainsaws, and <br /> • Assisting in implementing a prescribed fire program by providing personnel and <br /> equipment as ignition and holding resources. <br /> All work will be performed on National Forest System lands adjacent to private lands <br /> or strategically located to protect homes and private lands. The objective is to reduce <br /> the threat of a wildfire to public and private lands,provide a place where wildland <br /> firefighters can initiate a defense strategy against a wildfire and as a place where <br /> future fuels management projects can anchor from and expand. <br /> B. STATEMENT OF MUTUAL BENEFIT AND INTERESTS: <br /> Benefits of this agreement would be to make available personnel and resources, <br /> above and beyond those presently available,to construct fuelbreaks and control lines <br /> that can be used to suppress wildfires and to support a safe and successful prescribed <br /> burn program. This would help protect the national forest and it would help to protect <br /> lives and homes on adjacent and nearby private lands if a wildfire did occur. <br /> Page 1 of 9 <br />
