RECREATION The recreation development fees are calculated using the incremental expansion approach. The components included in the fee consist of land, buildings and parking. All costs have been allocated to residential development only and standards are calculated on a per capita basis. Average household size is used to determine the development fees. Recreation staff estimate that 75% of the new Adult Center will be used for recreational activities. The remaining 25%of use is reflected in the Public Buildings and Fleet portion of this update. The land for the administrative office is reflected in the Activity Center land total while the maintenance building land is reflected in the Parks portion of this update as part of Pioneer Park. The table on the following page lists the City's current inventory of recreation land and improvements. City staff estimate similar land to cost $115,000 per acre. Construction costs are estimated at $172 per square foot (based on the recent adult center project). The value of the City's current recreation facilities inventory totals $13,791,044. This value is divided by the current population resulting in a cost per person figure of $335.96 ($13,791,044 / 41,050 persons = $335.96). To calculate the fee,the residential density of 2.11 is multiplied by the cost per capita. (2.11 x $335.96) = $708.88.
