RECREATION <br /> The recreation development fees are calculated using the incremental expansion approach. The <br /> components included in the fee consist of land, buildings and parking. All costs have been <br /> allocated to residential development only and standards are calculated on a per capita basis. <br /> Average household size is used to determine the development fees. <br /> Recreation staff estimate that 75% of the new Adult Center will be used for recreational activities. <br /> The remaining 25%of use is reflected in the Public Buildings and Fleet portion of this update. <br /> The land for the administrative office is reflected in the Activity Center land total while the <br /> maintenance building land is reflected in the Parks portion of this update as part of Pioneer Park. <br /> The table on the following page lists the City's current inventory of recreation land and <br /> improvements. City staff estimate similar land to cost $115,000 per acre. Construction costs are <br /> estimated at $172 per square foot (based on the recent adult center project). The value of the <br /> City's current recreation facilities inventory totals $13,791,044. This value is divided by the current <br /> population resulting in a cost per person figure of $335.96 ($13,791,044 / 41,050 persons = <br /> $335.96). <br /> To calculate the fee,the residential density of 2.11 is multiplied by the cost per capita. (2.11 x <br /> $335.96) = $708.88. <br />
