9.E.a <br />card and the I-94 requirements for tourists who wish to exceed the 75-mile restriction. In addition, <br />Mr. Pryor referenced a University of Arizona study of the economic impact to the state from <br />Mexican tourists and the projected increase of $181 million in new spending associated with the <br />expansion of the border zone beyond 75 miles. <br />Mayor Coral Evans, City of Flagstaff, expressed support for increasing the border zone beyond 75 <br />miles and explained the importance of this issue for communities, like Flagstaff, where tourism is <br />the main economic driver. <br />The committee asked the policy issue be continued to the next scheduled meeting and requested <br />staff to provide additional information. <br />On July 12, 2018 the BFED committee convened to discuss and vote on the following policy <br />issues: <br />1. Border crossing cards. Flagstaff (BFED 3) <br />2. Development Impact fees. Prescott (BFED 1) <br />3. Remote TPT Collection. Casa Grande (BFED 2) <br />Below is a summary of the committee discussion and recommendations: <br />Border crossing cards: <br />Caleb Blaschke, assistant to the city manager, City of Flagstaff, updated the committee on the <br />policy issue and answered the questions that were posed by committee members at the previous <br />meeting. <br />Mayor Coral Evans, City of Flagstaff, reiterated the benefits of increasing the border zone in the <br />state to communities in northern Arizona and addressed the questions and concerns raised by <br />committee members. <br />After discussion, the committee voted, with one dissenting, to move the issue forward as a <br />resolution to be considered at the annual conference. <br />Development Impact fees: <br />Phil Goode, councilman, City of Prescott, updated the committee on the intent of the policy issue <br />submission, which is to support reforms to the impact fee statutes to reduce the regulatory burdens <br />for all communities that levy impact fees. <br />Tom Savage, League legislative associate, provided the explanation of the impact fee issue <br />statement and suggested reforms that were developed by the Impact Fee Subcommittee. <br />Joyce Clark, councilmember, City of Glendale, expressed concern about the risks of revisiting the <br />issue after previous legislative attempts that nearly prohibited impact fees. <br />Attachment: 2018 League Conference Resolutions Packet (2125 : League Resolutions Voting) <br />9 <br />Packet Pg. 145 <br />
