8.A.a <br />rep, <br />ak, <br />GLEN.),ip <br />City of Glendale <br />Legislation Text <br />5850 West Glendale Avenue <br />Glendale, AZ 85301 <br />File #: 14-293, Version: 2 <br />AWARD OF BID IFB 14-36, AUTHORIZATION TO ENTER INTO AN AGREEMENT AND APPROVE EXPENDITURE <br />OF FUNDS TO PURCHASE RESIDENTIAL WATER METERS FROM BADGER METER, INC. <br />Staff Contact: Craig Johnson, P.E., Director, Water Services <br />Purpose and Recommended Action <br />This is a request for City Council to award bid IFB 14-36, and to authorize the City Manager to enter into an <br />agreement, and approve expenditure of funds for the purchase of water meters and associated parts with <br />Badger Meter, Inc. in an amount not to exceed $1,250,000 ($500,000 for the initial two-year term and <br />$750,000 for the three one-year extensions). <br />Background <br />The city has over 61,700 water meters that serve residential and commercial customers. Water meters and <br />associated parts are necessary to maintain industry standards for new residential and commercial <br />developments, and to maintain the citywide meter maintenance and replacement program. <br />An Invitation for Bids was opened in May 2014 and two responses were received. The city's Materials <br />Management division developed the bid specifications in cooperation with the cities of Scottsdale and <br />Prescott who also have the ability to purchase from this agreement. Badger Meter, Inc. submitted the lowest <br />responsive, responsible bid. The initial term of the agreement is for two years upon approval by Council. Bid <br />specifications contained an option clause that will permit the city, at the discretion of the City Manager, to <br />extend this agreement for three additional years, in one-year increments. <br />Analysis <br />Award of this bid and expenditure authorization will allow the department to maintain an adequate inventory <br />of meters and meter parts. Well maintained water meters enable the city to provide uninterrupted water <br />delivery, and accurately track and measure water consumption for billing purposes. <br />Budget and Financial Impacts <br />Funding in the annual amount of $250,000 is available in the Water Services FY 2014-15 operating budget and <br />the Water Services FY 2015-16 operating budget pending Council approval. <br />Cost <br />Fund -Department -Account <br />$250,000 <br />2400-17300-524400, Meter Maintenance <br />Capital Expense?
