This is a proven and efficient tool that drives economic <br />development, offers relief to rent -overburdened families and will help us to end homelessness in <br />Arizona. <br />B. Relevance to Municipal Policy <br />Homelessness and transient populations result from a lack of affordable housing and can create <br />expensive demands on our public safety, emergency services, criminal justice, healthcare and <br />education systems. By working together to fill the affordable housing void we can reduce our <br />costs through the stabilization of the individuals and families who need it most. <br />C. Fiscal Impact to Cities and Towns <br />There would be no fiscal impact to cities or towns. However, cities and towns will benefit from <br />increased development activity in the form of increased TPT and economic outputs associated <br />with the development, operation and maintenance of this new housing. <br />D. Fiscal Impact to the State <br />Fiscal impact to the state will be determined by the limit set on the tax credit in the sponsoring <br />legislation. Based upon what has occurred in other states, this will be offset by greater economic <br />activity in the form of construction TPT, income tax from jobs created and increased local tax <br />revenues. <br />E.
