Prescott City Council <br />Special Voting Meeting — 07/03/2018 Page 2 <br />There are several factors for Essential Air Service and there were seven bidders and <br />only one service can be selected and the city makes a recommendation to the <br />Department of Transportation. <br />Essential Air Service (EAS) Criteria <br />1. Demonstrated reliability of the air carrier in providing scheduled air service <br />2. Contractual and market agreements with large carriers to ensure service <br />(connectivity) beyond the larger airports served <br />3. Interline agreements for baggage transfer and passenger convenience (reservation <br />systems, tickets, baggage check) <br />4. Plans for marketing support by the airline <br />5. Preferences of political leaders representing airport users <br />Plus: EAS Subsidy "Cap Compliance" requirement - max $200 per passenger (within <br />210 miles of medium/large hub) <br />Additional Local Factors <br />* Convenience, comfort and quality of the entire passenger experience. <br />>Selected hub connectivity -business and leisure needs <br />>TSA experience (remain within sterile area for connections) <br />>Aircraft experience: Number of Seats, comfort, lavatory, accessibility, etc. <br />* Destinations (hub airports) bid -paralleling historic catchment ticket sales <br />* Airline maintenance and pilot workforce considerations <br />* Ability to reach 10,000 annual enplanements-increasing FAA Airport <br />Improvement Program funding for future airport <br />Seven Different Carrier Bids <br />*Advanced Air <br />*ADI <br />*Boutique <br />*Key Lime <br />*Mokulele <br />*Silver <br />*SkyWest <br />Dr. Sobotta reviewed each bidder in detail. <br />Advanced Air <br />* Proposing Daily Service to: Phoenix and Hawthorne <br />Strengths <br />* Strong local outreach effort - notable community interest <br />* Innovative model - Replace ground shuttle to PHX, and provide service to GA Airport - <br />Hawthorne vs. LAX ("corporate" feel) <br />* More daily frequency than some bidders <br />
