Essential Air Service (EAS) Criteria 1. Demonstrated reliability of the air carrier in providing scheduled air service 2. Contractual and market agreements with large carriers to ensure service (connectivity) beyond the larger airports served 3. Interline agreements for baggage transfer and passenger convenience (reservation systems, tickets, baggage check) 4. Plans for marketing support by the airline 5.
