9.H <br />AGENDA ITEM: Award of City Contract No. 2019-072 with Raftelis Financial Consultants, Inc. <br />to review, update and develop a Development Impact Fees Study with Associated Documents, <br />and provide an Analysis and Development of Utility and Solid Waste Rates, in an amount not to <br />exceed $236,000.00. <br />The 2018 Water and Wastewater Models Masterplan being developed by Carollo <br />Engineers is to be completed in 2018, and will be used in the Raftelis study for any <br />water and wastewater fees and rates. Raftelis will review and validate the service <br />benefit areas for representative allocation of costs/fees based on justifiable percentages <br />to be determined. <br />Rate Study <br />The City operates the water utility, wastewater utility, and solid waste function as <br />enterprises funds which means it is our intent that the rates charged users cover the <br />costs of operating, maintenance, and capital (not covered by DIF). <br />This contract with Raftelis includes updating the water and wastewater rate study they <br />performed in 2014. As part of the update, they will implement Council current funding or <br />rate structure goals. <br />Over the last several years, the state legislature has made several changes eliminating <br />the City's ability to determine how solid waste services are provided in our community. <br />These changes have caused significant strain on the City's Solid Waste Enterprise <br />Fund, putting some of the additional services this fund provides in jeopardy of being <br />eliminated because of available funding. These additional services include household <br />hazardous waste disposal, Christmas tree disposals, spring/fall cleanup program, and <br />downtown/special events increased pickups. Part of the study will be a review and <br />discussion with Council of how and if these services will be funded in the future. <br />Solid waste rates were adjusted through an internal review in 2017. The Raftelis study <br />will include a detailed review of the cost of services for each of our solid waste functions <br />including residential, commercial, roll -off, recycling, and transfer station services. <br />Procurement of Professional Services <br />On June 28, 2018, the City received two (2) Statements of Qualification for this publicly <br />advertised project. Pursuant to professional services selection procedures, the <br />submittals were subsequently ranked. <br />Raftelis emerged as the top ranked firm for the project.
