9.H.a <br />City of Prescott, Arizona <br />Non -Utility DIF Study and Associated Documents <br />TASK 9 <br />Presentations / Meetings <br />Our project team includes an experienced communications expert, Melissa Elliott, to facilitate meetings and <br />stakeholder engagement for the up to two Ad Hoc Committee meetings held to review proposed utility DIF <br />requirements included in a separate proposal. She will be complemented by technical project team members and <br />City staff to review study analysis, obtain insight and feedback from the Ad Hoc Committee members, and to build <br />consensus around preliminary study findings and recommendations as a key element of finalizing study results. As <br />Raftelis has already included travel expenses, the additional effort is related to Ms. Elliott's time assisting Mr. <br />Guthrie develop non -utility DIF materials and content for the Ad Hoc meetings. Additionally, time for Ms. Elliott <br />to review and assist in the content for the City Council presentation materials and/or public hearings has also been <br />included. <br />Raftelis will be responsible for preparation of meeting and presentation materials. We propose six on -site meetings <br />throughout the project. <br />• Kick-off meeting to affirm study objectives, gather data, finalize study schedule, followed by in-depth <br />interviews with each Department that might receive impact fee funding (i.e. libraries, streets, fire, police, <br />and parks/recreational facilities) <br />• City Council work session to review feasibility recommendations, as well as discussion of additional <br />policy -related items <br />• Ad Hoc Committee meeting # 1 <br />• Ad Hoc Committee meeting #2 <br />• ARS §9-463.05 required public hearing on LUA and IIP for non -utility impact fees <br />• ARS §9-463.05 required public hearing on non -utility DIFs <br />Raftelis will be responsible for preparation of meeting and presentation materials. The City may choose to <br />substitute one or more of the public hearings for a City Council work session to review preliminary and/or interim <br />study findings and recommendations. To augment on -site meetings, Raftelis will conduct web -based meetings (e.g., <br />GoToMeeting), using presentation slides and interactive audio, to complete project tasks. <br />ADDITIONAL SERVICES <br />There are additional tasks that the City may request in addition to the scope of services described previously. <br />Additional tasks may include, but are not limited to: <br />• Additional cash flow scenarios beyond the three fee types included in Task 7. <br />• Attendance at additional project meetings and/or presentations beyond the six included in the base scope <br />of services. <br />• Completion of the comprehensive DIF update for more than the three DIF types included in Tasks 6, 7, 8 <br />and 9. <br />• Completion of a more extensive stakeholder outreach program than the Ad Hoc Committee process <br />referenced within the City's RFP. <br />Attachment: Raftelis Scope of Work -Prescott DIF and Rate Study (2124 : Rate & Fee Study Contract with Raftelis) <br />Non -Utility DIF Study and Associated Documents - Attachment Page 4 <br />Packet Pg. 247 <br />
