9.H.a <br />City of Prescott, Arizona <br />Solid Waste Utility Rate Study <br />• Pricing for special events and miscellaneous services: We will identify the cost for the following items. <br />This will enable the City to decide whether it wants to continue providing them at no charge, or if it wants <br />to attach a pricing signal to these items: <br />o Special events <br />o Collection for hazardous waste <br />o Fall cleanups <br />o Common collection for downtown area <br />TASK 6 <br />Evaluate How the Proposed Rates Fulfill Rate -Making <br />Objectives <br />Once the new rates have been designed, we will extend them by the current customer count data to ensure that they <br />will generate the targeted amount of revenue. We will show how the new rates impact a typical residential and <br />commercial customer. We will then meet with City staff to review the rate adjustment scenarios. Together, we will <br />re -visit the rate -making objectives described above and evaluate whether, and the extent to which, the new rates fulfill <br />the City's rate -making objectives. Based on our discussions, we will make any needed revisions to the rate adjustment <br />scenarios. <br />TASK 7 <br />Draft and Final Reports <br />Based on the recommended rate and alternatives and overall utility financial plan selected by the City, we will prepare <br />a draft study report in a single electronic version that briefly describes the work we performed, our fmdings, and the <br />proposed rate adjustment scenario. It will also include projections of the enterprise fund's operating and capital <br />expenditures, as well as forecasts of its cash and fund balances over the ten-year study period. We will submit the <br />draft report for City staff review and comments. Based on comments and mutually agreed changes, we will provide <br />the City up to 20 bound copies as well as a .pdf version of the final study report. <br />TASK 8 <br />Presentation and Meetings <br />Presentations to refine and communicate interim and final study recommendations as well as onsite project <br />meetings are proposed to be completed throughout the study. We propose the following to complete on -site project <br />meetings with City staff throughout the project. <br />• Project kick-off meeting to affirm study objectives, gather data and City input, finalize study schedule, and <br />provide the foundation for the study <br />• Project workshop to review and refine interim study results <br />To augment on -site meetings, phone calls and/or web -based (e.g., GoToMeetings) will be completed as necessary <br />to support the requirements of the subsequent tasks. <br />MSW Consultants will present overall study findings and recommendations to City Council. We will attend up to <br />two City Council meetings and/or public hearings as may be necessary.
