8.E <br />('I'1'v'or PR ESCOTT <br />/-L'eret<rAr(d f / (entelle,uw <br />MEETING DATE/TYPE: <br />COUNCIL AGENDA MEMO <br />VOTING MEETING 8-14-18 <br />DEPARTMENT: Public Works <br />AGENDA ITEM: Approval for Arizona Public Service (APS) to perform night work on <br />Britni Drive and Willow Lake Road; and Mountain Lake Road and Willow Lake Road, <br />6:00 p.m. to 6:00 a.m. between August 15 and September 5, 2018. <br />Approved By: Michael Lamar, City Manager <br />Item Summary <br />This item is to request approval for APS to perform night work to complete Phase One <br />of their 69,000 volt (69 kV) power line replacement project along the north side of Willow <br />Lake Road. Earlier this summer approval was requested and approved twice on behalf <br />of APS to perform the night work. However, due to weather related issues it was not <br />possible to complete the work in the timeframe previously identified. <br />Background <br />On August 1, 2018, Public Works was notified by APS that one last task needed to be <br />accomplished to make the final connection of the 69 kV lines. <br />In order to complete this work, an outage on the overhead transmission line is required. <br />Due to summer loads, outages can only be taken at night. The night work is now <br />planned for one or two nights between August 15 and September 5, 2018. <br />During the planned night outages the construction activities included aerial work on both <br />the existing and new structures. Crews will have specialized equipment as required (i.e., <br />pickups, line trucks, bucket trucks, cranes, etc), as well as compressors, battery <br />operated power tools, and generators. Due to night conditions, there will be multiple <br />light plants on site to adequately light the area as well as traffic control to ensure public <br />and crew safety. No excavation activities are planned during the night outages. <br />The majority of the night work will be confined to two locations. The first location is near <br />Britni Drive and Willow Lake Road, and near Mountain Lake Road and Willow Lake <br />Road. <br />City Code Title V Chapter 5-4-2 prohibits outdoor noise associated with construction <br />activity between the hours of 8:00 pm and 6:00 am Monday - Saturday and all day on <br />Packet Pg. 66 <br />
