RESOLUTION NO. 4224-1433 <br /> A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PRESCOTT, <br /> YAVAPAI COUNTY, ARIZONA, AUTHORIZING SUBMISSION OF APPLICATIONS <br /> FOR FY 2015 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS ("CDBG"), <br /> CERTIFYING THAT SAID APPLICATIONS MEET THE COMMUNITY'S PREVIOUSLY <br /> IDENTIFIED HOUSING AND COMMUNITY DEVELOPMENT NEEDS AND THE <br /> REQUIREMENTS OF THE CDBG PROGRAM AND AUTHORIZING ALL ACTIONS <br /> NECESSARY TO IMPLEMENT AND COMPLETE THE ACTIVITIES OUTLINED IN SAID <br /> APPLICATIONS. <br /> RECITALS: <br /> WHEREAS, the City of Prescott ("Prescott") is desirous of undertaking community <br /> development activities; and <br /> WHEREAS, Prescott is an Entitlement Community and is administering the CDBG <br /> Program; <br /> WHEREAS, the "Entitlement Community, CDBG Program" requires that CDBG <br /> funds requested address one of the three Congressional mandated National Objectives; <br /> and <br /> WHEREAS, the activities within these applications address the community's <br /> identified housing and community development needs, including the needs for low and <br /> moderate income people; and <br /> WHEREAS, an Entitlement Community of CDBG funds is required to comply with <br /> the program guidelines and Federal Statutes and regulations. <br /> ENACTMENTS: <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> PRESCOTT AS FOLLOWS: <br /> Section 1. THAT the City of Prescott hereby authorizes application be made to the <br /> Department of Housing and Urban Development for FY 2015, Program Year 2014 CDBG <br /> funds, and authorizing the Mayor and staff to sign applications and contracts or grant <br /> documents for the receipt and use of these funds and further authorizing the Mayor and <br /> staff to take all actions necessary to implement and complete the activities submitted in <br /> said applications <br /> Section 2. THAT the applications for CDBG funds meet the requirements of low to <br /> moderate income benefit for activities justified as benefitting low and moderate income <br /> people, aids in the prevention or elimination of slum and blight or addresses an urgent <br /> need that poses a threat to health. <br />
