DISCUSSION / POSSIBLE ACTION ITEM <br /> A. Open Space Program and proposal to sell privately-owned property in the <br /> Granite Dells to the City <br /> Joe Baynes, Recreation Services Director, said on March 4, 2014, Recreation Services <br /> presented an overview of the City's Open Space Program to the Council. He noted that, <br /> working with non-profit partners, citizen groups and owners of private properties, the <br /> City had been conserving selected parcels and lineal corridors since the 1990's, through <br /> donations, purchases and acquisition of easements. He discussed some of the key <br /> milestones. There had been recent discussions concerning the expansion of Goldwater <br /> Lake Park through purchases of adjoining Forest Service land. The purchases can be <br /> made from the remaining balance of park impact fees, rather than using the One <br /> Percent Sales Tax for Streets and Open Space. <br /> Mr. Baynes said the open space expenditures from sales tax, up to the current point, <br /> have totaled just over $16 million. This levy will expire December 31, 2015 and will be <br /> replaced with a 3/4 percent sales tax for streets. The projected revenue is $13.4 million <br /> for fiscal year 2015. The quarter percent reduction equates to $3.4 million less than <br /> would be available annually for street operations, maintenance rehabilitation and other <br /> considerations. <br />
