Prescott City Council <br /> Regular Voting Meeting Page 8 <br /> April 8, 2014 <br /> would have been in conflict with the current Arizona Department of Transportation <br /> Highway 89 Widening Project. In this case, the City is a third party utility. He said the <br /> City contracted with ADOT's Engineer, Dibble Engineering, to prepare the waterline <br /> plans and specifications so there would be no conflicts with the highway reconstruction <br /> plans. The City and the Contractor were required to obtain and abide by an <br /> encroachment permit issued by ADOT. <br /> During the course of constructing, within the first 300 feet, staff ran into loose material, <br /> different from the anticipated soil described in the geotechnical report. He noted that in <br /> another construction project, rock was blasted from one side of the road to the other <br /> which now caused the collapse of the trench while excavating. He said staff was <br /> requesting the amendment due to subsurface conditions at the site, which were of an <br /> unusual nature and different material from those usually encountered. <br /> Mr. Burkeen showed a timeline of the project, including the utility work done. <br /> Councilman Lazzell said he and Councilman Arnold talked to staff about this issue to <br /> make sure the money was being well spent. They agree that it is and also noted that the <br /> City now does its geo testing differently to reduce the chance of this happening again. <br /> COUNCILMAN ARNOLD MOVED TO APPROVE AMENDMENT NO. 1 TO CITY <br /> CONTRACT NO. 2013-216 FOR THE WHITE SPAR WATERLINE RELOCATION <br /> PROJECT TO WATKINS/MENDOZA COMPANIES, LLC, IN THE AMOUNT OF <br /> $14,363.06; SECONDED BY MAYOR PRO TEM LAMERSON; PASSED <br /> UNANIMOUSLY. <br /> K. Renewal of TRAKIT Software Maintenance Agreement with CRW Systems, <br /> Inc., in the amount of$14,086.80 (various departments and funds) <br /> Scott Tkach, City Engineer, said this is a renewal for software maintenance and <br /> technical support of the TRAKIT software program through November 30, 2014. The <br /> software program tracks real property transactions, capital improvement projects, <br /> private development inspections, environmental code enforcement, to name a few. This <br /> software is used by Community Development, Fire Department and the Public Works <br /> Department and has been in use by the City of Prescott since 1995. <br /> COUNCILMAN KUKNYO MOVED TO APPROVE RENEWAL OF THE TRAKIT <br /> SOFTWARE MAINTENANCE AGREEMENT WITH CRW SYSTEMS, INC., IN THE <br /> AMOUNT OF $14,086.80; SECONDED BY COUNCILMAN ARNOLD; PASSED <br /> UNANIMOUSLY. <br /> L. Approval of agreement with Billy Casper Golf (City Contract No. 2014-165) <br /> for management of the business operations of Antelope Hills Golf Course <br /> (Golf Course Enterprise Fund) <br />
