Prescott City Council <br /> Special Meeting April 22, 2014 Page 5 <br /> There was a discussion of the breakdown of projects and the funding. <br /> Mayor Kuykendall asked about the commercial/local option and said it was selected at <br /> the starting point by the Council. He asked if the terminal was going to stay on the north <br /> side with that option. Mr. Burt said there was an option to keep the terminal where it was <br /> or move it. He noted that the south-side option was a more realistic option. <br /> Mayor Kuykendall asked about the timeline for the general aviation terminal and noted <br /> that Taxiway C relocation and renovation was a must for all options and that the <br /> relocation of the terminal was a must, since the taxiway would go through the terminal. <br /> Mr. Burt said there may be a two to three year period when an environmental impact <br /> study needs to be done, which will be an FAA decision. He said there is an annual <br /> review meeting with the FAA scheduled for June 2014. <br /> Councilman Lazzell asked how the FAA distributes the funds. Mr. Tripp said the FAA's <br /> annual funds are requested through Congress. The FAA stresses that the municipal <br /> airports pick a long-term plan and stick to it so the FAA can manage their funds. He said <br /> it will come down to how much money they have and which projects take higher <br /> priorities. <br /> Mayor Pro Tern Lamerson thought staff should talk to the FAA before we go into the <br /> budget process. Mr. Tripp said the FAA is aware of what the City of Prescott is doing, <br /> and staff has been talking to them. He said the City will have the first planning meeting <br /> with the FAA at the end of May. <br /> Councilman Kuknyo said the state is investing in the Airport Area Economic <br /> Development. The Highway 89 expansion plan goes right by the airport. He said the <br /> airport area will be an economic hub. <br /> Councilman Arnold said he did not have a clear direction from any of the last four <br /> sessions. He asked if the City of Prescott was going to proceed with a commercial/local <br /> airport as recommended. He noted that they had not made a determination of what the <br /> vision was for the future and did not know what Council was going to put in the budget. <br /> Mr. Connell said staff is recommending the commercial/ local option; it is the Council's <br /> direction as to what is ultimately decided. Councilman Arnold said he is fine with staff's <br /> recommendation. <br /> Mayor Kuykendall invited the public in the audience to address the Council. <br /> There were no public comments. <br /> II.
