Mr. McConnell said the reduction of impact fees can be <br /> passed along to decrease the cost of housing. He said the City is not in the business of <br /> manipulating markets to arrive at an outcome. <br /> • LINKING THE STRATEGIC GOALS AND ANNUAL WORKPLANS <br /> • INTEGRATION WITHIN THE ANNUAL BUDGET PROCESS <br /> • QUESTIONS TO BE ANSWERED <br /> Councilman Arnold asked if there was a benefit to staff studying the housing situation in <br /> the community. He did not feel a housing study needed to be done in 2015. Councilman <br /> Kuknyo suggested that staff continue to look at zoning. Councilman Blair said there <br /> should be flexibility in the codes. Mr. McConnell noted that staff needed to do some <br /> work on terminology in affordable housing and water allocation. <br /> Councilman Arnold commented that there are several areas in the presentation that <br /> declared the City was taking a "continuing role" in the development of the downtown <br /> area and would like to see that further defined. He would like to understand from <br /> management's perspective what that continuing role is anticipated to be. <br /> There was a discussion about the rehabilitation houses and housing demographics in <br /> Prescott. Mayor Pro Tern Lamerson thought that having housing priced out of realistic <br /> price ranges had created a huge market place for rehabilitation facilities. Councilman <br /> Arnold said it was a major priority to continue that discussion. <br />
