Prescott City Council Page 9 <br /> Regular Voting Meeting <br /> April 22, 2014 <br /> Councilwoman Wilcox asked if the roundabout would eliminate the need for another <br /> bypass road south of State Route 69. Mayor Kuykendall said the roundabout would <br /> provide access to the adjacent state land when they decide to do something with it. <br /> Councilwoman Wilcox said on the Central Yavapai Metropolitan Planning Organization <br /> 2030 plan, there is a bypass route going south of SR 69, that would cut through <br /> residential areas. She asked if that was still contemplated. <br /> Mr. McConnell said that design goes back a number of years. He thought the <br /> conclusion was that it was unaffordable. The roundabout is one type of an intersection <br /> on SR 69, similar to the intersection at Prescott Lakes Parkway. He said they only <br /> know that there is state land on both sides that has the right to be accessed, so there <br /> needs to be an intersection. There is no expectation that the intersection on the south <br /> side will connect to any major new facility parallel to SR69. <br /> Daniel Mattson, Prescott resident, said a roundabout on a highway is a bad idea. <br /> Councilman Kuknyo said there will be a lot of public discussion, prior to the plan going <br /> into effect. Councilman Arnold said it is only referenced in the exhibit that it is a future <br /> location of a traffic signal or roundabout. <br /> Mr. Tkach said there are studies that show roundabouts function at a higher level of <br /> service. The roundabout moves more traffic through the intersection than a stop sign <br /> and there are no fatalities because drivers have to slow down to maneuver through the <br /> roundabout. <br /> Mr. McConnell said this is a state highway, and ADOT will go through the prescribed <br /> process with ample opportunity for public input for the preliminary design. <br /> MAYOR PRO TEM LAMERSON MOVED TO ADOPT RESOLUTION NO. 4223-1432; <br /> SECONDED BY COUNCILMAN BLAIR; PASSED UNANIMOUSLY. <br /> III.
