RESOLUTION NO. 4001-1031 PAGE 8 <br />RULE 12 <br />MOTION TO ADJOURN - WHEN NOT IN ORDER - NOT DEBATABLE <br />A motion to adjourn shall be in order at any time, except as follows: (A) When repeated without <br />intervening business or discussion; (B) When made as an interruption of a member while <br />speaking; (C) When the previous question has been ordered; and (D) While a vote is being <br />taken. A motion to adjourn is debatable only as to the time to which the meeting is adjourned. <br />RULE 13 <br />CONSIDERATION OF PETITIONS <br />Only those petitions submitted in writing at a regular Council meeting by a citizen of the City <br />shall require Council action within thirty (30) days thereafter. (Article II, Section 18, City <br />Charter). <br />All other petitions submitted to the Mayor and/or Council members or other agencies of the City <br />in the regular course of business, shall be considered in accordance with the laws of the State <br />of Arizona, the City Charter or the City Code of the City of Prescott. (Examples: Annexation, <br />improvement district, protests, elections, etc.) <br />Unsigned communications or petitions, including newspaper articles or clippings, shall not be <br />introduced in the minutes of Council meetings. <br />RULE 14 <br />MOTION TO SUSPEND THE RULES <br />A motion to suspend the rules set forth herein shall be in order unless it pertains to rules <br />mandated by the Charter of the City of Prescott or the laws of the State of Arizona. A motion to <br />suspend the rules must be seconded, it is not debatable (except that the reason for the motion <br />may be briefly explained by the mover) and requires at least a two/thirds vote of the members of <br />the Council present at the meeting. <br />
