Notice of Public Hearing (September 26) of a liquor license <br /> application from John Stephen Protesto, agent for Spencer <br /> Stephens, LLC, for the person transfer of a Series 6, Bar, <br /> license for Scrappy's Sidestreet Bar and Grill located at 1011 <br /> Commerce Drive,Suite A and B. <br /> Clerk Elizabeth Burke reported the Public Hearing would be held next <br /> week, September 26,for the person transfer of a Series 6 Bar license for <br /> Scrappy's Sidestreet Bar and Grill. Property was posted and received no <br /> comment. <br /> K. Adoption of Resolution No. 3778 - A resolution of the Mayor <br /> and Council of the City of Prescott, Yavapai County, Arizona, <br /> in support of the application of equal standards for water <br /> kin' quality including arsenic standards to exempt wells and <br /> revised criteria pertaining to exempt wells in the Prescott AMA <br /> accordingly. <br /> Attorney Gary Kidd explained this was a proposed ordinance regarding <br /> exempt wells and if adopted the resolution would be sent to the Arizona <br /> Department of Water Resources, state legislative representatives, and to <br /> Congressional representatives to urge them to consider adopting water <br /> policies pertaining to exempt wells, as well as rules revisions and <br /> legislation designed to assist municipal water providers. <br /> Councilman Lamerson hoped this would open a dialog with the Legislature <br /> and he supported the resolution as water providers and exempt well <br /> owners were treated as different classes of people. <br /> Councilwoman Suttles remarked this was only the tip of the iceberg and it <br /> needed to be discussed in length; it was a difficult issue to deal with and <br /> the City of Prescott was heavily impacted by the current rules. <br /> Speakers- <br /> John Zambrano, 2910 Crestview Drive, said that the resolution would <br /> apply to all water users and would be a large regulatory burden on the <br /> `r.
