Prescott City Council Combined Study Session/ <br />Regular Voting Meeting — October 14, 2008 Page 11 <br />SOLUTIONS, LTD. FOR TSA MANDATED MODIFICATIONS TO THE <br />TEMPORARY TERMINAL EXPANSION UNIT PROCURED UNDER THE <br />EMERGENCY PROCUREMENT PROVISIONS OF THE PROCURE- <br />MENT CODE; SECONDED BY COUNCILMAN LUZIUS; PASSED <br />UNANIMOUSLY. <br />G. Approval of a professional services contract with DMJM Harris in an <br />amount not to exceed $129,300.00 for the Airport Area Transportation <br />Plan. <br />Mr. Mattingly said that this item is for approval of a professional services <br />agreement with DMJM Harris in association with Jacobs Engineering to <br />address existing and future transportation planning within the Airport area. <br />He then reviewed the study area <br />Councilman Bell asked where DMJM Harris was located. Mr. Mattingly <br />said that they are out of Phoenix and Jacobs in located in Prescott. He <br />said that the scope of the project includes: scoping/stakeholder meetings; <br />agency scoping; stakeholder coordination; traffic data collection/inventory <br />existing studies; develop initial roadway alternatives; travel demand/ <br />transportation modeling; refine alternatives/sub-area studies; final report. <br />Councilman Bell asked if they took bids on the project. Mr. Mattingly said <br />that it was handled through a direct -select method, done specifically to <br />get the best results and most efficient use of City funds. He said that <br />DMJM has an extensive history of working with the County and City in this <br />area and Jacobs is responsible for the modeling on the 2030 <br />Transportation Plan and has extensive knowledge of CYMPO efforts. <br />Additionally, they are doing the transportation modeling on the Cavan <br />property. In this way, they have built in the expertise and knowledge so <br />they do not have to recreate a lot of the data, which will save the City a lot <br />of money and time. <br />Councilman Bell said that with the economy the way it is, he hates to <br />send another $130,000 to Phoenix. He said that in both DMJM Harris and <br />Jacobs he sees a Project Manager listed, and asked if they need two <br />project managers. Mr. Mattingly said that Jenny Bigsby is the office <br />manager in Phoenix for DMJM and she is project manager. He said that <br />while other firms may bring in a project manager on a study like this and <br />use them on a limited basis, they are getting her to do most of the work. <br />The same is true with Jacobs. He said that they are the best that the firms <br />have to offer. <br />Councilman Bell said that reading through the scope of work there is quite <br />a bit of work and it shows they will have four alternative plans. He asked if <br />they did not have it tied down enough to not know which alternative they <br />
