If there are pros and cons for impact fees, there are <br />also pros and cons for the other types as well. <br />Mr. Jackson of Economists.com thanked the Council for the opportunity to <br />speak, noting that it was his fifth presentation to Council regarding his <br />study. He then gave a PowerPoint presentation which addressed the <br />following items: <br />► What is an Impact Fee? <br />► Why are Impact Fees Increasing? <br />► Overview if 2008 Rate/Impact Fee Study <br />► Impact Fee Implementation Process <br />► Water and Wastewater Impact Fees <br />► Water and Wastewater Impact Fees — 5/8" Residential Connection <br />Mr. Jackson noted that this showed a 18.9% increase in the rates; <br />however that increase is in line with what they have asked the current <br />water and wastewater users to pay. <br />► Comparison of cost increases <br />► 45 Day Review Process — Background <br />► Rate and Impact Fee Study — Questions Addressed <br />► Staff and Project Team Recommendation <br />► Presentation Summary <br />Councilman Bell asked if the 75 days for implementation after it is <br />adopted, is the minimum time frame allowed. Mr. Jackson replied that <br />was correct. <br />Councilwoman Suttles said that Page 6 states that impact fees will be <br />reviewed every two years, and asked if they had done that. Mr. Jackson <br />said that they have not done anything in almost 20 years on wastewater <br />fees Councilwoman Suttles asked if that review is a full-blown study or if <br />it is something down in house. Mr. Jackson said that there are cities and <br />clients that do their updates on their own. He said that it is an advantage <br />and saves money, but oftentimes they have a staff that is already <br />burdened with a lot of responsibility, and the outside person is like a <br />
