RESOLUTION NO. 4150-1311 <br /> A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF PRESCOTT, <br /> YAVAPAI COUNTY, ARIZONA, ESTABLISHING A LIBRARY ADVISORY BOARD AS <br /> A STANDING COMMITTEE OF THE CITY OF PRESCOTT. <br /> RECITALS: <br /> Whereas, Chapter 1-13 of the Prescott City Code authorizes the Mayor and <br /> Council to form Standing Committees of the City to act in an advisory role to the Mayor <br /> and Council; and <br /> Whereas, the Mayor and Council wish to create a library advisory board to <br /> address the library service needs of the City of Prescott; and <br /> Whereas, the establishment of a library advisory board is in the best interest and <br /> promotes the welfare of the citizens of Prescott. <br /> ENACTMENTS: <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br /> PRESCOTT AS FOLLOWS: <br /> Section 1. THAT there is hereby formed a LIBRARY ADVISORY BOARD (The <br /> "Board"), which shall be comprised of five (5) members, and said Board shall function <br /> as a standing committee pursuant to the Prescott City Code Chapter 1-13. <br /> Section 2. THAT the role of the Board is to make recommendations to the City <br /> Council on all matters pertaining to the library service needs of the citizens of Prescott, <br /> and to review and support appropriate library services and activities for the general <br /> public. <br /> Section 3. THAT the Board is to review and provide input on the capital and <br /> operating budget plans of the library, provide input and recommendations on various <br /> policy matters, and to assist in formulating a cost-recovery policy for the library. <br /> Section 4. THAT the Board is to encourage appropriate development and <br /> advancement of public services provided by the library. <br /> Section 5. THAT the Library Director, or designee, shall act as an ex-officio <br /> member of the Board to provide advice and assistance. <br /> Section 6. THAT the preferred guidelines for membership of the Board are to <br /> include at least one (1) member as representative of the pre K-12 educational <br /> community and at least one (1) member as representative of the youth community of <br /> Prescott. <br />
