AGENDA ITEM: Authorization of payments for various utility extensions and permitting <br /> fees for the Airport Water Reclamation Facility Expansion Phase I Project: (a) Arizona <br /> Public Service Electric Utility Extension $30,000.00; (b) Unisource Gas Utility <br /> Extension $96,743.00; (c) Arizona Department of Environmental Quality Permit Fee <br /> $75,000.00; and (d) City of Prescott Building Permit Fee $172,765.15 <br /> The permit application was submitted on September 13, 2012. The ADEQ review <br /> process consists of: <br /> 1. Administrative Review of the Application —35 business days <br /> a. Check for completeness— currently underway <br /> 2. Substantive Review of the Application — 186 business days <br /> a. Technical review of the documents <br /> b. Drafting the permit for public review <br /> 3. Public Review of the Draft Permit <br /> a. Public comments/hearing within 30 or 45 days <br /> 4. Final Permit Decision/Final Permit <br /> The permit is expected to be issued in early 2014. The estimated permit fee in the <br /> amount of $75,000 was determined through discussions with the design engineering <br /> firm and ADEQ staff. <br /> (d) City of Prescott Building Permit <br /> The City Building Department requires permits and inspections for several of the <br /> structures being constructed at the new treatment plant facility. The overall fee for <br /> the City permit is $172,675.15, primarily for water resource and other development <br /> impact fees. The plant expansion is expected to use 170,000 gallons of water per <br /> month for chlorine generation. <br /> In some cases the preceding amounts are based on estimates. Should invoices for <br /> the respective items exceed the amount(s) described herein, City Council approval <br /> will be requested for the actual amount(s) at a future meeting. <br /> Budget <br /> FY 13 funding to cover the costs of utility extension and permits is available from the <br /> Wastewater Fund.
