9.F <br />AGENDA ITEM: Approval of a three-year contract with Dibble Engineering for Airport general <br />architecture and engineering services for the Prescott Municipal Airport, with options for two (1) <br />year extensions. Has no immediate financial impact as individual Authorization for Services will <br />submitted for approval to Airport Staff prior to a project being initiated, and be brought before <br />City Council for approval as required, in accordance with the City Procurement Code. <br />For this selection, the City published a Request for Statements of Qualifications (RSOQ) <br />in accordance with FAA procurement methods in May of 2018. While we had a well <br />attended pre -submittal conference on June 07, 2018, only one submittal was received <br />and opened on June 21, 2018 in response to the RSOQ. As per the RSOQ instructions, <br />firms were reviewed based on qualifications which included the following: <br />a) Demonstrated success in Airport design and construction including the <br />preparation of grant documents within the FAA's Western -Pacific Region. <br />b) Recent experience in permitting, bid preparation and bid analysis support of <br />airport development and/or planning projects comparable to the proposed <br />project. <br />c) Experience of key personnel and availability of individuals for these projects. <br />d) Knowledge of applicable FAA regulations, policies, and procedures. <br />e) Recent experience with public information and community involvement programs <br />and/or public hearings related to airport development and planning projects. <br />f) Reputation for personal and professional integrity and competence. <br />g) Current workload and ability to meet project schedules or deadlines. <br />h) Evidence that the consultant has made good faith efforts in meeting <br />Disadvantaged Business Enterprise (DBE) goals (49 CFR, § 26.53). <br />Dibble Engineering has extensive experience with airport projects since 1962, and with <br />the City of Prescott for more than a decade. Accordingly, Dibble was determined by <br />Airport staff to be the best qualified firm. Dibble has conducted work at range of <br />airports across the state including: Phoenix -Mesa Gateway, Mesa Falcon Field, <br />Tucson International Airport, San Manuel Airport, Chandler Municipal, and Glendale <br />Municipal Airport. They have an excellent record of cooperation with the Airport <br />sponsor, and successful track record of timely and quality completion of projects. They <br />also have an excellent relationship with FAA and ADOT grant managers. <br />Additionally, Dibble has contracted with several local Prescott firms as sub -consultants <br />for the various aspects of the projects listed in the RSOQ. These firms include: <br />a) Civiltec Engineering, Inc.; <br />b) Michael Taylor Architects, Inc. <br />c) Engineering & Testing Consultants, Inc. <br />Financial Impact <br />This contract has no immediate financial impact as individual Authorization for Services <br />will submitted for approval to Airport Staff prior to a project being initiated, and be <br />brought before City Council for approval as required, in accordance with the City <br />Procurement Code. <br />Attachments <br />1.
