A.2 City of Prescott, Town of Prescott Valley, and Yavapai County agree to regionally <br /> support the viability of the Ernest A. Love Airport by mutually adopting and implementing <br /> the Policies within ASAP. This can be accomplished by adopting ASAP as part of each <br /> jurisdiction's General Plan, and through an Intergovernmental Agreement. <br /> A.3 A map of the Airport Influence Area will be recorded with the Yavapai County Recorder. <br /> The purpose is to inform all owners and potential purchasers of property lying within the <br /> 28 sq. mile area of aircraft noise and overflights (see Figure 5). <br /> A.4 To further protect the airspace within the same 28 sq. mile influence area and to better <br /> inform property owners of aircraft noise and overflights, all applicable jurisdictions should <br /> agree to require a dedicated avigation easement from the subject property owner(s) prior <br /> to land development activity within the identified influence area. An avigation easement <br /> will be dedicated before finalization of one or more of the following events: <br /> 1) annexation into any of the 3 Tri-city municipalities <br /> 2) rezoning <br /> 3) approval of a subdivision plat or replat <br /> 4) approval of a conditional use permit <br /> 5) approval of a special use permit <br /> 6) approval of a land split <br /> 7) approval of a general plan or specific area plan amendment <br /> 8) issuance of a building permit for a new building or structure. <br /> A.5 Sufficient comment opportunity shall be mutually provided by applicable jurisdictions <br /> prior to votes on proposed General Plan or Specific Area Plan amendments, rezonings, <br /> plat approvals, and conditional/special use permits that are requested within ASAP. <br /> A.6 To increase cooperation and reduce unwarranted competition among our region's local <br /> governments, applicable jurisdictions agree to investigate alternative mechanisms for <br /> regional cost and revenue sharing that help achieve ASAP Goals, Objectives, and <br /> Policies for the region's collective benefit. <br /> B. LAND USE POLICIES <br /> The following land use policies work in tandem with the ASAP Land Use Table and the Plan <br /> Map shown as Fiq. 6. Both are intended as general descriptions of preferred land use types and <br /> locations. <br /> Non-residential <br /> B.1 ASAP supports ranching on lands surrounding the airport, to the degree that ranch <br /> owners wish to continue their operations, since this is a land use compatible with airport <br /> activities. The "ranching" map classification is intended to be a holding designation to be <br /> re-evaluated using ASAP Goals, Objectives, and Policies once subject property owners <br /> wish to pursue development opportunities in the future. <br /> B.2 Commercial retail/service centers are supported along stretches of the Airport Connector <br /> and at nodes along Glassford Hill Road, 89, Willow Creek Road and other future arterial <br /> streets where there is good access and visibility. <br /> 21 <br />
