41.11. <br /> Phase 4: Comparative Analysis <br /> This project phase will consist of comparative analysis of the feasibility of development of the model <br /> Terminal Building Development Layout at each of the two alternative sites. The anticipated tasks included in <br /> this phase are as follows: <br /> A. Define site selection criteria <br /> The Consultant Team will develop a list of selection criteria to be applied to each site in the comparative <br /> analysis. Comparative evaluation between the two sites will include the following key factors: <br /> 1. Operations: Minimized aircraft taxi times and runway crossings <br /> 2. Transportation: Most direct/shortest route connecting to the transportation system feeding <br /> passengers into the airport <br /> 3. Expansion potential: Ability to expand the terminal parking ramp, the terminal, and landslide <br /> parking to accommodate projected growth <br /> 4. Airfield geometry: Clearance from airfield restrictions such as the Building Restriction Line and Part <br /> 77 airspace surfaces <br /> 5. Terrain:Ability of the site to accommodate terminal elements with minimal earthwork <br /> 6. Land Acquisition: Amount of land required and impacts to adjacent development <br /> 7. Coordination with existing and planned facilities and infrastructure including Control Tower, utility <br /> services,service roads, aircraft fueling,etc <br /> 8. Environmental issues: General overview of potential areas of impact <br /> 9. Development Cost <br /> 10. Constructability(Phasing,Temporary Facilities, Relocations) <br /> B. Comparative analysis of potential sites <br /> The Consultant Team will prepare an analysis that will compare each site with reference to the site <br /> selection criteria (developed in Task A above). Weighting may be applied to the criteria to reflect <br /> relative importance. <br /> September 12,2014 5 <br />
