Agenda Item: Award of bid and contract for the FY 2014 Pavement Reconstruction Project <br /> to Asphalt Paving & Supply, Inc., in the amount of$2,461,747.07 (City Contract No. 2014- <br /> 184; One Cent Streets and Open Space, and Water Funds) <br /> On February 26, 2013, Council awarded a professional services contract to Shephard- <br /> Wesnitzer, Inc., for engineering services to provide plans and bidding documents to <br /> accomplish the proposed improvements, and including post-design services. <br /> Geotechnical investigations, utility assessments, and the preparation of plans and bidding <br /> documents were completed and advertising for construction bids commenced on March <br /> 23, 2014. <br /> This pavement reconstruction project generally consists of removing existing asphalt <br /> pavement and subgrade material and repaving with new hot-mix asphalt over an <br /> engineered section of processed subgrade and aggregate base course. The streets <br /> included in this contract are some of the lowest rated streets in terms of condition in the <br /> City street system, with the exception of Miller Valley Road. <br /> A different segment of Miller Valley Road (from Grove Avenue to Fair Street) was milled <br /> and repaved in 2010. The portion of Miller Valley Road from Fair Street to Whipple Street <br /> that is included in this contract does not need to be reconstructed, but does require <br /> pavement repairs, milling, and repaving. <br /> The installation of new water services is a part of the FY 13/14 Small Water Mains Project <br /> that was awarded on April 22, 2014. The installation of these new water services will be <br /> completed under that contract prior to the milling and repaving of Miller Valley Road from <br /> Fair Street to Whipple Street. <br /> In advance of this contract work, UniSource Energy Services and CableOne have <br /> relocated their respective utilities to accommodate the roadway reconstruction. <br /> The condition of City water and sewer facilities within these roads was evaluated and <br /> checked against the Water and Sewer Models. It was determined that the water mains <br /> on College Heights Road and Sequoia Drive required replacement. The utility evaluation <br /> also determined that the new water services were required on Miller Valley Road. <br /> Upgrade of the water and sewer facilities on the remaining streets is not necessary. <br /> Bid Results <br /> A mandatory pre-bid meeting was held on April 9, 2014; three bids were received on April <br /> 24, 2014, as follows: <br /> Bidder Location Total Bid <br /> Asphalt Paving & Supply, Inc.
