• 1-27(K)(2.) Litigation in which the contractor was involved with the <br /> City or other governmental agencies relative to contractor performance. <br /> • 1-27(K)(3.) Failure of the contractor to have met bid specifications <br /> or time limits in previous contracts. <br /> Due to these issues, Standard Construction, Inc. is found to be NOT the most <br /> responsive, responsible and/or qualified bidder. <br /> Responsiveness of Bid — Asphalt Paving and Supply, Inc. <br /> There are discrepancies with Asphalt Paving and Supply, Inc.'s bid numbers for the <br /> Park Avenue Reconstruction Project. <br /> • AP&S's bid for 8" Water Main is 338% of the average other bids ($225/LF vs <br /> $66.55) and is an unreasonably high cost for this work. <br /> • AP&S's bid for 8" Sanitary Sewer Main is 404% of the average other bids <br /> ($269/LF vs $66.54) and is an unreasonably high cost for this work. <br /> Awarding of a contract to AP&S would result in a much greater cost to the City than <br /> industry norms and result in a windfall to the contractor. Due to these issues, Asphalt <br /> Paving and Supply, Inc. is found to be NOT the most responsive bidder. <br /> Responsibleness of Bid —Asphalt Paving and Supply, Inc. <br /> Previous issues with the FY13/14 Pavement Rehabilitation Project are resolved to the <br /> satisfaction of the City and remedial work is in progress. Accordingly, Asphalt Paving & <br /> Supply, Inc. is deemed to be responsible. <br />
