Agenda Item: Approval of Amendment No. 1 to City Contract No. 2012-068 with PCL <br /> Construction, Inc.-Fann Environmental, LLC, a Joint Venture, for Construction Manager <br /> at Risk services to construct the Airport Water Reclamation Facility Phase I Expansion, <br /> in an amount not to exceed $35,287,006.00 <br /> Background <br /> The Airport WRF, originally constructed in 1965, was designed to treat 0.4 MGD of <br /> wastewater. In 1978 the plant was upgraded to a treatment capacity of 0.75 MGD. The <br /> most recent Airport WRF expansion was completed in 1998 with a design capacity of <br /> 2.2 MGD. <br /> In April 2009 the City contracted with Black and Veatch to complete the Sundog <br /> Wastewater Treatment Plant (WWTP) and Airport Water Reclamation Facility (WRF) <br /> Capacity and Technology Master Plans (Master Plan). Recommendations of the Master <br /> Plan were presented to Council in September 2010. Associated analyses revealed that <br /> Biochemical Oxygen Demand and Total Suspended Solids at both treatment plants <br /> have nearly tripled since the most recent upgrades at Airport (1998) and Sundog <br /> (1990). The wastewater concentration increases have reduced the actual treatment <br /> capacity at the Airport WRF from 2.2 MGD to 1.2 MGD. <br /> The average daily hydraulic flow to the Airport plant is 1.1 MGD, therefore, expansion is <br /> urgently needed and necessary to serve existing demand, maintain regulatory <br /> compliance, and provide additional treatment capacity for future growth in this service <br /> area. <br /> The Master Plan similarly identified a reduction in actual Sundog plant treatment <br /> capability from its 1989 design capacity of 6.0 MGD to 3 MGD. The current average <br /> daily hydraulic flow at Sundog is 2.6 MGD. <br /> Reflecting the foregoing, on April 26, 2011, Waterworks Engineers was awarded a <br /> design contract for engineering services for the Airport WRF Phase I Expansion <br /> improvements. PCL/Fann Environmental was also awarded a preconstruction services <br /> agreement for the Airport Water Reclamation Facility Phase I Expansion. <br /> CMAR Scope of Services and Fee <br /> The project will produce Class A+ effluent and includes the following major components <br /> - Influent piping and Headworks Facilities screens and grit removal <br /> - Two Bioreactors/Aeration Basins 2.6 Mgal each <br /> - Two Clarifiers 100 ft diameter <br /> - Pump Stations 4 ea. <br /> - Filters <br /> - Disinfection <br /> - Blower/Chemical/Electrical (BCE) Building <br /> - Solids thickening and dewatering (Centrifuge) <br /> - Operations and Maintenance Buildings <br /> - Yard Piping 17,885 lineal feet <br /> 2 <br />
