Prescott City Council Combined Study Session/ <br />Regular Voting Meeting — October 14, 2008 <br />Page 13 <br />decorative rock, bedding material, river rock and rip rap, and it is <br />anticipated that $20,000 will be spent with those vendors. <br />COUNCILMAN BELL MOVED TO APPROVE PURCHASE OF <br />AGGREGATE MATERIALS FROM ASPHALT PAVING & SUPPLY IN <br />AN AMOUNT NOT TO EXCEED $80,000.00 AND FROM CHARTER <br />MATERIALS, FLINTSTONE INDUSTRIES AND G&S GRAVEL, EACH <br />IN AN AMOUNT NOT TO EXCEED $7,000.00; SECONDED BY <br />COUNCILMAN LUZIUS; PASSED UNANIMOUSLY. <br />I. Approval of Amendment One to City Contract No. 07-271, Downer Trail <br />Pavement and Utility Reconstruction Project, with Fann Contracting, Inc., <br />in the amount of $200,553.72. <br />Mr. Nietupski said that this item and the next both deal with reconciling <br />the contracts and finalizing them. He said that this first one deals with the <br />Downer Trail project, which they had significant issues with utilities. They <br />had to redesign the water main to be constructed, as the work was <br />ongoing. It was very much a challenge and had extensive time <br />requirements, requiring an additional 196 days. He said that every one of <br />the utility companies had to relocate some of their infrastructure and that <br />all had an impact on the contractor's ability to complete the project. <br />Councilman Luzius asked what portion of Downer Trail this project <br />covered. Mr. Nietupski said that it was from Sierry Peaks to Downer Trail. <br />Councilman Luzius said that they are now looking at $1.4 million for <br />completion of the Downer Trail. He sees why the Forest Trails people <br />were concerned with the taxpayers paying so much for Downer Trail. He <br />asked why the City did this project. Mr. Nietupski replied that the City was <br />obligated under the Development Agreement to construct this section of <br />roadway. <br />Councilwoman Suttles asked what the length was of the project. <br />Mr. Nietupski said that it was a little less than 3,000 feet. Councilwoman <br />Suttles asked if the City was not ready for the project. Mr. Nietupski said <br />that they do need to do a better job in the future, but it is difficult when <br />they do a reconstruction of an older street. They have infrastructure <br />underneath that is not readily known. <br />Sandy Griffis, Director of the Yavapai County Contractors Association <br />(YCCA), 810 E. Sheldon, said that they did have some questions on the <br />capital expenditure item. She said that in her capital improvement list it <br />showed $160,000 to be spent on Downer Trail and asked if the $92,000 <br />was coming out of that capital improvement number. <br />
